Seawall Construction and Land Reclamation Projects at Port of Taichung Set to Expand Offshore Wind Power Sector Capacity

To facilitate future port development, support long-term national energy policies, promote the growth of wind turbine and related industries, and effectively utilize soil regularly dredged from port waters, TIPC subsidiary Port of Taichung has launched a new seawall construction project. Once completed, port waters behind the wall will be reclaimed and developed for use by offshore wind-power-related firms. Work on the project, which began on May 31st, is expected to be completed in 2027 at a total budget of NT$10.46 billion. The project site is located in port waters between the Taichung Port Petrochemical Industry Zone and Industry Zone (II). The seawall, totally 2,217m when completed, will be backfilled with soil and sand dredged from port navigation channels. It is expected that 50ha of new land will be reclaimed by the end of 2026. This new port land will be designated as phase-three land available for development by firms engaged in the offshore wind power sector. Current national energy policy is focused on reducing the use of coal, increasing the use of natural gas, expanding the share of green power, and eliminating nuclear power in a manner that ensures sufficient and reliable grid power and reduces the air pollution and carbon footprint associated with power generation in Taiwan. In line with this, MOEA set a target of generating 20% of the nation’s electricity with renewable energy by 2025. With the ongoing expansion of solar and offshore wind power, these infrastructures should respectively be contributing around 20GW and 5.7GW of power to the national grid by that year. Situated close to offshore wind farm development areas with dedicated, deep-water wharves, good infrastructure, and sufficient yard / development space, Port of Taichung is a designated homeport for the offshore wind power industry, with great potential for further growth and development. The port is fully capable of docking and servicing transportation and installation vessels (TIVs) and is an exceptional base for building and assembling wind turbine components. Four major firms in this sector, including the Yeongguan Group, Tien Li Offshore Wind Technology, Century Huaxin Wind Energy, and Siemens Gamesa, already have an established presence in the port’s West Warf District. Firms that will eventually build facilities on phase-3 land should be able to add 15GW of new offshore wind power generation capacity between 2026 and 2035. Major turbine and wind power generation concerns are currently preparing bids for lots in this new area, underscoring the continued strong need for related production and supply bases at the port.
