Port of Hualien Wharf Nos. 13-16 and land adjacent to these wharves are the linchpin of ongoing port coastline recreational-corridor development plans. Warehouse 14 at Wharf No. 14 is in the process of being retrofitted and transformed into the East Coast Cultural-creative Market Space, with one section of the building to serve as the port’s inter-island cruise terminal and support center, creating the East Coast’s coolest new multifunctional terminal facility for in-depth and rewarding travel experiences. TIPC’s mid-term (2022-2026) development plan for its international commercial ports designates Hualien as a port both for cargo and tourism / recreation. Moreover, Taiwan’s 10-year integrated ‘Blue Highway’ development program identifies Port of Hualien as a key stop on exploratory cruise and inter-island cruise itineraries. Thus, in line both with these plans and with regular cargo-related handling and revenue expectations, port administrators have been working steadily to build out Port of Hualien’s tourism and recreation infrastructures. The current phase of this project will invest NT$70 million to install a 528m2 passenger terminal facility inside the Warehouse 14. The basic structure has already been completed, with the next step to install requisite customs, immigration, quarantine, and security (CIQS) facilities. All project items should be completed by the end of this year, and operating license approval is expected in April 2024. After completing passenger terminal facilities, efforts will continue to transform the district into a highly attractive tourism and recreation corridor, with upgrades to wharf facilities, landscape design, warehouse facilities, and supporting infrastructures all scheduled for completion next year. Port of Hualien hopes that these and other efforts will attract significant interest from business investors looking to join with port administrators to develop Port of Hualien’s significant tourism / recreation business potential.
